The Shaykh : The answer is that no one is obligated to perform it on their behalf, because acts of worship are obligatory only upon the one who is accountable, not upon others. If an act of worship were obligatory for one person on behalf of another, it would follow that the other would be sinful for neglecting it. And Allah the Exalted said:
and no bearer of burdens will bear the burden of another ولا تزر وازرة وزر أخرى
[Al-An'am 6:164]

The Shaykh : If the parents are unable to perform Hajj, and they are unable to do so with their bodies despite having the money, then one of the children should perform Hajj on their behalf.
