He arrived in Jeddah and did not enter the state of ihram, then he entered ihram from Jeddah while ignorant, meaning he had passed the miqat, and he completed his 'Umrah and left; is a sacrificial animal required of him? What is required of him?

Machine translationRead the Arabic original
The questioner : Whoever passes the miqat, you started...

The Shaykh : I started, then I was made to forget,
And none made me forget it except Satan - that I should mention it وما أنسانيه إلا الشيطان أن أذكره
[Al-Kahf 18:63]
.
It is the custom of some that when asked about a mistake made by some of the pilgrims, and this person who made the mistake asks: Is a sacrificial animal required of me or not? He answers him with what he sees, either saying: There is no sacrificial animal required of you, or a sacrificial animal is required of you.
What I see, in the absence of valid evidence in the Sunnah, let alone the Noble Qur'an, that obligates a pilgrim to offer a sacrificial animal for every mistake, distraction, or forgetfulness that occurs from him, despite the absence of such an obligation of a sacrificial animal, is that before answering the questionerThe questioner : who asks whether a sacrificial animal is required of him or not, whether his answer is affirmative or negative, he should say: If what you did was a mistake on your part,
Our Lord, do not impose blame upon us if we have forgotten or erred. ربنا لا تؤاخذنا إن نسينا أو أخطأنا
[Al-Baqarah 2:286]
, and as the Prophet (peace and blessings be upon him) emphasized in the authentic hadith,
It was lifted وُضع
, and the well-known narration in some books of jurisprudence is
It was lifted رُفع
, this is a weaker narration, and the established narration is only:
Allah has forgiven my nation for mistakes and forgetfulness, and what they are forced to do. وُضع عن أمتي الخطأ والنسيان وما استُكرهوا عليه
Sunan Ibn Majah 2045Sahih (Darussalam)
, so if the one who neglected a rite of the Hajj did so out of forgetfulness; we say that accountability for people is lifted, and if he was deliberate, lazy, and negligent in caring about performing the rites of the Hajj as commanded by the Prophet (peace and blessings be upon him) in the Farewell Pilgrimage in his famous hadith:
Learn from me your rites, for I do not know that perhaps I will not meet you after this year of yours خذوا عنِّي مناسككم ، فإني لا أدري لعلي لا ألقاكم بعد عامكم هذا
, applying this hadith, it is obligatory for every pilgrim to direct his attention with all his energy and all his effort to perform them as close as possible to the Hajj of the Prophet (peace and blessings be upon him and his family), so it is self-evident that we admit that no matter how hard we try to follow the Prophet (peace and blessings be upon him) in all his acts of worship, in his prayer, in his Hajj, we will not be able to approximate his prayer, but the matter is as it was said:
So imitate them, even if you are not like them *** For imitating the noble ones is success
So it is only upon us to strive to make our Hajj like the Hajj of the Prophet (peace and blessings be upon him and his family), and barely to approximate it and draw near to it, so if a person deliberately neglects something of the rites of the Hajj, it is obligatory for him to be made aware that he is sinful, and that he should not be satisfied with the statement: A sacrificial animal is required of you, because people today, especially if they are from the wealthy whom Allah has facilitated wealth for; it is easy for him to offer a sacrificial animal, but the important thing is to direct the attention of this deliberate wrongdoer to the fact that he is sinful, and that he has contradicted the command of the Prophet (peace and blessings be upon him and his family), after that, if he sees that a sacrificial animal is required for his act of sin, he answers accordingly, otherwise not.
What I want to point out is that it is obligatory for the responsible parties to always focus on whether he is sinful or not? So that he does not fall into such sin a second time on the pretext that his expiation is known, as the common people say in some Arab countries: "Do you know its blood money? Kill it," "Do you know its blood money?" The one who knows what its blood money is, kill it, it does not concern you, as long as you are able to offer the blood money, this is an encouragement to commit crimes, so if a sacrificial animal is required of you, it means the situation proceeds, we commit... the violation, as long as the sacrificial animal expiates that violation, no, it should be made clear that he is sinful if he was deliberate, or that there is no sin on him if he was not deliberate.
