Question:
From the two brothers, Ibrahim 'Udhi Allah Muhammad al-Qurashi and Turki 'Abdullah al-'Anazi, a letter in which they ask your Eminence about one who passed the miqat and did not enter ihram except from Jeddah. They state in their letter—your Eminence, the Shaykh—that they did not know the correct place for entering ihram?
May Allah reward you with good.

Answer:
If a person passes the miqat and enters ihram from a place before it, on the way to Makkah, he must sacrifice a sacrificial animal in Makkah for the poor, even if he was ignorant or forgetful. However, there is no sin on him if he was ignorant or forgetful; there is no sin on him, but he must offer the sacrifice. This is based on the statement of Ibn 'Abbas (may Allah be pleased with them both): "Whoever leaves a ritual act, or forgets it, let him shed blood." This has the status of being elevated to the Prophet (peace and blessings be upon him), because it is not said from the perspective of personal opinion. His saying "or forgets it" indicates that the ignorant person is even more obligated, because the forgetful person did not do it by choice, whereas the ignorant person is obligated to learn and ask. So if the forgetful person must offer a sacrifice, the ignorant person is even more so.
And it is obligatory for the believer to ask, to understand the religion, and to learn. He asks about the rulings of 'Umrah: what to do in it and what to say in it. He asks about the rulings of Hajj in the same way. He does not remain silent. The Muslim man asks, and so does the Muslim woman. Allah says:
So ask the people of the message if you do not know.فَاسْأَلُوا أَهْلَ الذِّكْرِ إِنْ كُنْتُمْ لا تَعْلَمُونَ
[Surah al-Nahl: 43].
So the point is: it is obligatory for the believing man and woman to ask about everything related to the religion and to understand it, whether in Hajj, 'Umrah, prayer, zakah, or fasting, in all matters of the religion. It is obligatory for the ignorant person to learn, to understand, and to ask. Yes.
