The questioner : They say, for example, that when the Messenger (peace and blessings be upon him) saw the ring on the woman’s hand, he said to her:
Do you pay its zakah? أتؤدِّين زكاته ؟
. She said: No. He said:
Then it is a brand of fire إذًا ؛ هو جمرة من نار
. So they say with this that the Prophet (peace and blessings be upon him) approved her wearing the ring, and said to her: Pay its zakah?

The Shaykh : Okay; now the answer has two aspects:
The first aspect: This hadith is a refutation of the jurists who say: It is not obligatory to pay zakah on women’s jewelry. We move to the second group, and this naturally includes the discussion with the first group, those who say that there is zakah on it but it is not forbidden for her to adorn herself and wear it. We say: If we had only this hadith, we would say as you say; meaning, she owes zakah and wearing it is permissible. But we have hadiths that the Messenger (peace be upon him) forbade women and struck them because they were adorned, and he did not say to them: You must pay zakah; meaning: that was a stage. This is known from the wisdom of the Shari'ah: the gradual implementation of prohibition. Yes, that was a stage where they made zakah obligatory. And the truth is that there is profound wisdom in this; meaning, now when women know that there is zakah on this jewelry, they become indifferent to adorning themselves; because every year it must decrease, decrease, and its value goes down; so this is from the wisdom of legislation that it proceeded gradually in prohibition; first, the Shari'ah made zakah obligatory, and second, it forbade wearing it even if the zakah is paid.
