The questioner : The second question: What is your interpretation of the hadith of the Messenger of Allah (peace and blessings be upon him) which you published in “Silsilat al-Ahadith al-Sahihah”: ?
The Shaykh : This hadith is connected to a part of my previous answer to the first question; for the Prophet (peace and blessings be upon him and his family) spoke about these rulers and governors who do not adhere to many of the rulings of Islam, among which is maintaining the performance of prayers at their appointed times. So the Messenger (peace and blessings be upon him) forbade the Muslim from being an official with them, employed in one of these positions that the Messenger (peace be upon him) indicated in this hadith; because these are positions that do not help the one who holds them to implement the rulings of the Shari'ah. So he says, for example:; because he will obey the orders of that ruler who rules by other than what Allah has revealed, or contradicts the Shari'ah in many of its rulings. He gave some examples of this, such as the police officer and the tax collector, and the like; because, as is observed today, the police execute the orders of the ruler. If his orders are just, they are just; and if his orders are unjust and oppressive, they are helpers of oppression and injustice. Therefore, there is nothing in this hadith that indicates a prohibition against being, for example, an imam who leads the Muslims in prayer in the mosque, or a khatib who preaches to them on Friday; because in this type of authority there is no helping them in what is wrong, but rather in it is helping them in what is right.
So this hadith itself indicates the previous detail that we mentioned, which is that a person being an employee with these rulers does not mean that he cooperates with them in what is wrong, as long as he himself in his work does not carry out an order that is wrong.
The questioner : May Allah reward you with good.
The Shaykh : And beware of that.
There will surely come upon you rulers who will bring forward the worst of people, and delay the prayer from its appointed times; so whoever among you finds that, let him not be a district chief, nor a police officer, nor a tax collector, nor a treasurer
