Praise be to Allah, Lord of the worlds, and may prayers and peace be upon our Prophet Muhammad, and upon his family and all his Companions:
The author (may Allah have mercy on him) transmitted, in the context of the hadiths in the chapter on the obligation of obeying the rulers in other than disobedience, and the prohibition of obeying them in disobedience: "From Wa'il ibn Hujr (may Allah be pleased with him), who said: Salama ibn Yazid al-Ja'fi asked the Messenger of Allah (peace and blessings be upon him), saying: Muslim narrated it.
And from Abdullah ibn Mas'ud (may Allah be pleased with him), who said: The Messenger of Allah (peace and blessings be upon him) said:Sahih Muslim 1843 Agreed upon by al-Bukhari and Muslim.
And from Abu Hurayrah (may Allah be pleased with him), who said: The Messenger of Allah (peace and blessings be upon him) said:Mishkat al-Masabih 3661 Agreed upon by al-Bukhari and Muslim.
And from Ibn Abbas (may Allah be pleased with them both), that the Messenger of Allah (peace and blessings be upon him) said:Sahih al-Bukhari 7053 Agreed upon by al-Bukhari and Muslim".
The Shaykh : In the name of Allah, the Most Gracious, the Most Merciful:
These hadiths that the author mentioned in his book *Riyad al-Saliheen* contain evidence for several matters:
The hadith of Wa'il ibn Hujr: The Prophet (peace and blessings be upon him) was asked about rulers who demand their right, which belongs to them, and prevent the right that is upon them. He was asked what we should do with these rulers. The rulers here include those below the supreme ruler, and include the supreme ruler as well, because he is a ruler, and there is no ruler above whom there is not another ruler until the judgment ends with Allah (Mighty and Majestic). He was asked about these rulers: rulers who demand their right of hearing and obedience from them, and their assistance in jihad, and their assistance in matters where they need help, but they prevent the right that is upon them; they do not give people their right, they oppress them, and they monopolize it over them. So the Prophet (peace and blessings be upon him) turned away from him, as if he (peace and blessings be upon him) disliked these questions and disliked opening this door. But the questioner repeated it to him, so the Prophet (peace and blessings be upon him) commanded: : So we are entrusted with hearing and obedience, and they are entrusted to judge us with justice, and not to oppress anyone, and to establish the limits of Allah upon the servants of Allah, and to establish the Shari'ah of Allah in the land of Allah, and to fight the enemies of Allah. This is what is obligatory upon them. If they fulfill it, that is what is required. If they do not fulfill it, we do not say to them: "You did not fulfill the right that is upon you, so we will not fulfill the right that is yours." This is forbidden. It is obligatory for us to fulfill the right that is upon us: we listen and obey, we go out with them in jihad, we pray behind them in Jumu'ah and the festivals and other things, and we ask Allah for the right that is ours.
And this is what this hadith emphasizes, and what the author (may Allah have mercy on him) followed it with, is the madhab of the people of the Sunnah and the community, the madhab of the righteous Salaf: "Hearing and obeying the rulers, and not disobeying them in what their obedience is obligatory in, and not stirring up resentment against them, and not stirring up hatred against them. This is the madhab of the people of the Sunnah and the community", to the extent that Imam Ahmad (may Allah have mercy on him) was struck by the ruler, struck and dragged by donkeys, and beaten with whips until he fainted in the markets, and he was the imam of the people of the Sunnah (may Allah have mercy on him and be pleased with him). And despite that, he would make du'a for the ruler, he would make du'a for him, and call him the Commander of the Faithful. Until one day they prevented him and said: "Do not speak to the people, do not speak to the people." So he listened and obeyed, and did not speak to the people openly. He began to go out to the right and the left, then his companions would come to him and he would narrate the hadith to them. All of this was so as not to oppose the ruler, because it was previously reported to us that they said:Sahih Muslim 1855a, when he said: : So as long as they pray, we do not oppose them. We listen and obey, and we fulfill the right that is upon us, and they are responsible for what they have been entrusted with.

O Prophet of Allah, what do you command us to do if rulers rise up over us who demand their right from us but prevent us from our right? So he turned away from him, then he asked him again, and the Messenger of Allah (peace and blessings be upon him) said: Listen and obey, for they are only responsible for what they have been entrusted with, and you are responsible for what you have been entrusted with.
And from Abdullah ibn Mas'ud (may Allah be pleased with him), who said: The Messenger of Allah (peace and blessings be upon him) said:
After me there will be favouritism and many things that you will not like. They (his Companions) said: Messenger of Allah, what do you order that one should do if anyone from us has to live through such a time? He said: You should discharge your own responsibility (by obeying your Amir), and ask God for your right (by guiding the Amir to the right path or by replacing him by one more just and God-fearing).
إنها ستكون بعدي أثرة، وأمور تنكرونها، قالوا: يا رسول الله، كيف تأمر من أدرك منا ذلك؟ قال: تؤدون الحق الذي عليكم، وتسألون الله الذي لكمAnd from Abu Hurayrah (may Allah be pleased with him), who said: The Messenger of Allah (peace and blessings be upon him) said:
He who obeys me has obeyed God and he who disobeys me has disobeyed God; he who obeys the commander has obeyed me and he who disobeys the commander has disobeyed me
من أطاعني فقد أطاع الله، ومن عصاني فقد عصى الله، ومن يطع الأمير فقد أطاعني، ومن يعص الأمير فقد عصانيAnd from Ibn Abbas (may Allah be pleased with them both), that the Messenger of Allah (peace and blessings be upon him) said:
Whoever disapproves of something done by his ruler then he should be patient, for whoever disobeys the ruler even a little (little = a span) will die as those who died in the Pre-lslamic Period of Ignorance.
