And the Poor

The Shaykh : As for the one who possesses half of his needs or more, but does not possess his full needs—for example, if his salary is one thousand riyals and his expenses are two thousand riyals, how much does he possess? Half. In this case, we give him one thousand riyals to complete his expenses. This person is called a poor person (masakin), and the first one is called a needy person (fuqara). If his salary is one thousand eight hundred riyals and he needs two thousand riyals, how much do we give him? Only two hundred riyals per month. The important thing is that we give him and his family their full needs for one year.
