If you are in a country where they do not recognize ifrad in Hajj, is it better to perform ifrad or tamattu'?

Machine translationRead the Arabic original
The questioner : If I want to perform Hajj and I am with the people of a country who do not recognize ifrad, do not recognize ifrad, what is best for me?

The Shaykh : Yes.

The questioner : Should I perform ifrad or tamattu'?

The Shaykh : Are the people of the country from the people of the country, the people of Makkah?

The questioner : The people of my village.

The Shaykh : The people of a village? What is wrong with them? If you are in a country that does not recognize ifrad, their statement is weak and contrary to the guidance of the Rightly Guided Caliphs. They are not more knowledgeable than the Rightly Guided Caliphs, and Ibn Abbas is not more knowledgeable than Abu Bakr and Umar. Abu Dharr (may Allah be pleased with him) was asked:
Was what the Prophet (peace and blessings be upon him) commanded for them specifically, or for people in general? He said: For us specifically. هل ما أمر به النبي عليه الصلاة والسلام لهم خاصة أم للناس عامة ؟ فقال : لنا خاصة
.
And the correct view is what the Shaykh al-Islam (may Allah have mercy on him) held: that tamattu' is obligatory for the Companions whom the Messenger of Allah (peace and blessings be upon him) addressed on that day, so that this practice would be established, which is the permissibility of 'Umrah in the months of Hajj for one who intends to perform Hajj. Do you understand?
As for those after them, the matter regarding them is on the basis of recommendation for tamattu', but if a person performs ifrad, that is permissible. Then, on the assumption that these people hold that tamattu' is obligatory except for one who brings the sacrificial animal, they have their opinion and you have your opinion. And if you perform ifrad, you have done what is permissible, but you have left what is recommended. So the best is tamattu', whether the people of your country recognize it or not. Yes.
So the best for you is tamattu' in all cases. As for the claim that ifrad is forbidden, that is not correct. Yes.
