Ruling on advancing the adhan before the time has entered

Machine translationRead the Arabic original
The question concerns correcting the time for the Fajr adhan. And as mentioned in the hadith: (If Bilal gives the adhan at night, eat and drink until you hear the adhan of Ibn Umm Maktum; He is not to give the adhan until it is said to him: it has dawned, it has dawned) This hadith, in our view, does not contradict the practice of people in this era. As you know, the Ministry of Awqaf sometimes instructs the mu'adhdhins to adhere strictly to the calendar. Some of our brothers among the students of knowledge have spoken on this before, so what is your opinion?
Our view is that there is no obedience to a created being in disobedience to the Creator. If a person is certain that the dawn has not appeared, it is forbidden for him to give the adhan, because the time is critical. If a person gives the adhan one minute before the time and someone says the takbir of ihram in response to his adhan before the time, there is no doubt that he has deceived the people and caused them to pray before the time.

The questioner: The mu'adhdhins are under pressure. If anyone delays beyond the time set in the calendar, he is summoned to the Ministry of Awqaf, and he is made to sign a pledge and is subjected to harm? The Shaykh: It is obligatory to look into this issue, because it is a very serious problem. And what appears to me: The Fajr adhan is advanced by five minutes in all seasons of the year.

The questioner: Regarding Fajr, some of our brothers have confirmed to us that it is advanced by about (15 - 20) minutes before the time. Similarly, regarding Zuhr, some brothers informed us that in the calendar it is advanced by ten minutes until the sun passes its zenith, as mentioned in the hadith. And likewise, 'Asr is advanced based on the advancement of Zuhr. Contrary to this, the people of Madinah do not use the Umm al-Qura calendar; they use a calendar that is published monthly for the mu'adhdhins in the mosques? The Shaykh: I heard this from the brothers, that the people of Madinah do not rely on the Umm al-Qura calendar because it contains errors. However, I think the matter should be investigated thoroughly. If you fully understand the issue and send a summary of it to the Council of Senior Scholars, perhaps they will look into it in the next session. Send it quickly and state that this is not a trivial matter. As for Maghrib, it appears to be close to the correct time.
