The correct view is that Hajj is prescribed every year; because the Prophet (peace and blessings be upon him) encouraged it and said: (A successful Hajj has no reward except Paradise) But if you fear fitnah (trial, discord or temptation) from repeating Hajj; due to what happens from seeing women and the severe crowding between men and women, and you have already performed the obligatory Hajj, then it may be said here: leaving off Hajj is better, and spend the money you intended for Hajj in acts of righteousness and charity, because preventing harm takes precedence over seeking benefit.
As for the man who performs Hajj with composure and religious etiquette, and people can benefit from his knowledge, work, or character, then it is prescribed for him to perform Hajj every year.
