The ruling on one who is unable to fast in the expiation for accidental killing

Machine translationRead the Arabic original
Your Eminence! This is a question from a person who is not present now,He says: I was involved in a traffic accident where I was on a main public road, and my speed was above the average. A car came out at an intersection, and I did not notice it until I collided with it. One man died in this accident, and my share of the fault was (25%). As for the man's family, they forgave the blood money,And the judge said to me: You must fast for two consecutive months.
The truth is that this accident happened three years or more ago, and as a result of the accident, I stayed in the hospital for more than two months. My body does not help me to fast, as I get very tired from fasting Ramadan, were it not for the help of my Lord, (Exalted and Majestic is He).
I hope you will find a solution for me, because when I hit the car, I did not do it intentionally; rather, he came out in front of me. Also, my speed was not reckless? May Allah reward you with good.

Summary of the question: That he hit a man who came out in front of him from a side street, and that the judge ruled that he must fast for two consecutive months, and that according to the traffic report, he was ruled to pay (25%) of the blood money; but the family of the deceased waived their right, so what remained upon him was the right of Allah, (Mighty and Majestic), which is fasting for two months.
If he is able to fast the two months, let him fast. If he is not able, then he owes nothing;Because Allah, (Mighty and Majestic), specified in the expiation for killing: That it includes freeing a slave, and if he does not find one, then fasting for two consecutive months, and feeding was not mentioned.
