Allah the Exalted said:
Does he not know that Allah sees?أَلَمْ يَعْلَمْ بِأَنَّ اللَّهَ يَرَى
[Al-'Alaq: 14] It is possible that this refers to seeing with the eye, and it is possible that it refers to seeing through knowledge, and both are correct, for the Lord, Mighty and Majestic, sees with His knowledge and sees with His sight, (Exalted and Majestic is He):
from Allah nothing is hidden in the earth nor in the heaven.لا يَخْفَى عَلَيْهِ شَيْءٌ فِي الْأَرْضِ وَلا فِي السَّمَاءِ
[Al-Imran: 5] And the intended meaning of this phrase is a threat,Meaning: so that this man knows that Allah the Exalted sees him and knows him, and He, Glorified and Exalted is He, encompasses his deed and will reward him for it, either in this world or in both this world and the Hereafter.

Then he said:
No! If he does not desist, We will surely drag him by the forelock -كَلَّا لَئِنْ لَمْ يَنْتَهِ لَنَسْفَعاً بِالنَّاصِيَةِ
[Al-'Alaq: 15] “Nay” means: truly, and it is possible that it is for deterrence,Meaning: to deter him from the evil deed he was doing toward the Messenger of Allah (peace and blessings be upon him),or meaning: truly we will seize by the forelock, and the phrase “we will seize” is the answer to an implied oath,and the implied meaning is: and [the implied oath is]: By Allah, if he does not stop, we will seize by the forelock, and the answer to the condition was omitted while the answer to the oath remained;because this is from the rules of the Arabic language: that when an oath and a condition meet, the answer to the later one is omitted.

Ibn Malik said in his Alfiyyah:
And when a condition and an oath meet, the answer to what is later is omitted, and this is a binding rule.
And here the later one is the condition (if) and the oath is implied before it, so the implied meaning is: By Allah, if he does not stop, we will seize by the forelock, and the meaning of “we will seize” is: we will take [him] with force, and the forelock is the front of the head, and the (al) in it -Meaning: in the forelock - is for mental emphasis, and the forelock intended here is the forelock of Abu Jahl, who threatened the Prophet (peace and blessings be upon him and his family) regarding his prayer and forbade him from it,Meaning: we will seize by his forelock,And is the intended meaning: seizing by the forelock in this world, or in the Hereafter he will be dragged by his forelock into the Fire? Both are possible, it is possible that he will be seized by the forelock, and his forelock was seized on the Day of Badr when he was killed along with those of the polytheists who were killed, and it is possible that he will be seized by his forelock on the Day of Resurrection and thrown into the Fire, as Allah the Exalted said:
The criminals will be known by their marks, and they will be seized by the forelocks and the feet.يُعْرَفُ الْمُجْرِمُونَ بِسِيمَاهُمْ فَيُؤْخَذُ بِالنَّوَاصِي وَالْأَقْدَامِ
[Ar-Rahman: 41] And if a verse is suitable for two meanings that do not contradict each other, then it is obligatory to apply it to both meanings, as is well known,And what we established previously and we establish now: that if a verse is possible for two meanings that do not contradict each other, it is obligatory to take both meanings.
