Does one who prays shortened and combines prayers in a place where he hears the mu'adhdhin but does not go to the congregation commit a sin?
It is obligatory for one who hears the mu'adhdhin to attend the mosque, whether he is a traveler or a resident. If he is a traveler who has stayed in the town for a day or two, or an hour or two, but he hears the adhan, it is obligatory for him to pray with the congregation, and he commits a sin if he does not.
As for the belief of some laypeople that a traveler is not required to pray in congregation,So much so that some of them say to him: Pray with the congregation,He says: I am a traveler. This is a belief not based on any principle, due to the saying of Allah the Exalted to His Messenger (peace and blessings be upon him):
And when you are among them and lead them in prayer, let a group of them stand [in prayer] with you and let them carry their arms. And when they have prostrated, let them be [in position] behind you and have the other group come forward which has not [yet] prayed and let them pray with you, taking precaution and carrying their arms.وَإِذَا كُنْتَ فِيهِمْ فَأَقَمْتَ لَهُمُ الصَّلاةَ فَلْتَقُمْ طَائِفَةٌ مِنْهُمْ مَعَكَ وَلْيَأْخُذُوا أَسْلِحَتَهُمْ فَإِذَا سَجَدُوا فَلْيَكُونُوا مِنْ وَرَائِكُمْ وَلْتَأْتِ طَائِفَةٌ أُخْرَى لَمْ يُصَلُّوا فَلْيُصَلُّوا مَعَكَ وَلْيَأْخُذُوا حِذْرَهُمْ وَأَسْلِحَتَهُمْ
[Al-Nisa: 102] So Allah made congregation obligatory for the fighters, even though they were traveling.

Does he shorten and combine, or does he only shorten?The Shaykh: It is better for a traveler who has stopped to not combine, but rather to shorten and not combine. However, if he is on the move, it is better to combine and shorten.

The questioner: And what about the Friday prayer?The Shaykh: They do not pray Friday; because they are in the desert, and they only pray Zuhr shortened to two rak'ahs.
