What appears to me is that a minor is not obligated to observe any of the rulings of Hajj, because he is not accountable.As the Prophet (peace and blessings be upon him) said: (The pen is lifted from three: from the sleeper until he wakes up, from the minor until he grows up, and from the insane person until he regains his sanity). So if he commits a prohibited act in the state of ihram or leaves out an obligatory act, he owes nothing, because he is not accountable.Rather, even if he exits the state of ihram and says: I do not want to complete it, so he has that right, because he is not accountable.
