The questioner : A woman went with her son, who was a young boy who had not reached puberty, for 'Umrah. When she performed 'Umrah, she did not shorten his hair because she forgot. What is the ruling in this matter?

The Shaykh : It appears to me that the young boy is not obligated to observe any of the rulings of Hajj because he is not accountable, as the Prophet (peace and blessings be upon him) said:
The Pen has been lifted from three : from the sleeping person until he awakens, from the minor until he grows up, and from the insane person until he comes to his senses. رفع القلم عن ثلاثة : عن النائم حتى يستيقظ وعن الصغير حتى يكبر وعن المجنون حتى يفيق

So if he commits a prohibited act in the state of ihram or leaves an obligatory act, he owes nothing because he is not accountable. Even if he were to exit the state of ihram and say, "I do not want to do it," he has the right to do so because he is not accountable. Yes.
