If a person has a transaction to study, and he is sincere in his study and expresses his correct opinion, and then the one with the authority contradicts that,Meaning: contradicting the true study by ordering it to be kept or changing that study, is his conscience cleared or not?
If a person is entrusted with the study of a case, the first thing obligatory upon him is to fear Allah (Glorified and Exalted is He), and to know that just as he is now a judge in this case, he will stand before the judgment of the Almighty and Majestic. So let him fear Allah regarding himself in this case. Then, if the ruling in this case becomes clear to him, it is obligatory upon him to implement it, if he is entrusted with both the review and the implementation. If he is entrusted only with the review and expressing an opinion, it is upon him to express his opinion in this matter, and the sin is upon the one who implements it if he does not implement it.
