The questioner : Your Eminence, if a person has a transaction he is studying, then he is sincere in his study and expresses his correct opinion, and then the one with authority contradicts that.

The questioner : He contradicts the actual study and orders either to keep it or to change that study. Is his conscience absolved or not?

The Shaykh : If a person is entrusted with studying a case, the obligatory thing for him first is to fear Allah the Exalted, and to know that just as he is now a judge in this case, he will stand before the judgment of the Almighty and Majestic. So let him fear Allah regarding himself in this case. Then, if the ruling in this case becomes clear to him, it is obligatory for him to implement it, if he is entrusted with both reviewing and implementing it. If he is entrusted only with reviewing and expressing an opinion, it is obligatory for him to express his opinion in this matter, and the sin is upon the one who implements it if he does not implement it.
