The ruling on entering the state of ihram for one who has passed the miqat and has a need other than 'Umrah

A man wants to go on a trip to the Western Region and wants to stay in Jeddah for several days, and he would like to perform 'Umrah. Another man came from outside the Kingdom, and his route passes through Jeddah, and he would like to perform 'Umrah. Do they perform 'Umrah from Jeddah? Or is it obligatory for them to enter the state of ihram from the miqat? May Allah reward you with good.
The criterion in this matter is the intention; for the Messenger of Allah (peace and blessings be upon him) designated the miqats and said: (They are for them, and for whoever comes to them from among those who are not their residents, from among those who intend Hajj or 'Umrah) meaning: from among those who are not residents of the lands designated for them, from among those who intend Hajj or 'Umrah. So whoever intends Hajj or 'Umrah, he must enter the state of ihram when he reaches the level of the miqat, and then afterwards he fulfills his purpose. But if a man’s home is in Jeddah, for example, and he traveled from his home to Jeddah to see his family, but in his intention he plans to perform 'Umrah on some day, then he is not required to enter the state of ihram; because his trip is, in reality, a trip to his family.

And as for the one who intends 'Umrah but says: I will finish my work first, then I will enter the state of ihram from the place where I finished my work; that is not permissible for him, and he must return to the miqat he passed and enter the state of ihram from there.
This is regarding the one who traveled from a city in the Kingdom to the Western Region for work. As for the one coming from Egypt to the Kingdom, we also ask about his intention. If he intends to come for the work he does in the Kingdom, but in his intention he plans to perform 'Umrah on some day, then he is not required to enter the state of ihram. But if his intention in this trip is to perform 'Umrah and go to work, then he must enter the state of ihram from the miqat.
