And Allah the Exalted said: [al-Qadr:4] (Tanazzala) means: they descend bit by bit; because the angels are the inhabitants of the heavens—and the heavens are seven—the angels descend to the earth bit by bit until they reach the earth. The descent of the angels to the earth is a sign of mercy, good, and blessing. For this reason, if the angels refrain from entering a place, that is evidence that the place from which the angels have refrained from entering may be devoid of good and blessing, such as a place containing images. (For the angels do not enter a house in which there is an image) meaning: a forbidden image; because if the image is trampled upon, on a bed or a pillow, the majority of scholars hold that it is permissible. Accordingly, the angels do not refrain from entering the place; because if they did refrain, that would be prohibited. So the angels descend on the Night of Decree in great numbers, and their descent is good and blessing.
And his statement: meaning: by His command, and what is intended by it is the cosmic permission,Because Allah’s permission, i.e., His command, is divided into two categories: a cosmic permission, and a legislative permission,So His saying (Glorified and Exalted is He): [al-Shura:21] meaning: what He has not permitted legislatively; because it has been permitted by decree, so it was legislated other than by Allah, but it is not by Allah’s legislative permission,And a decreed permission, as in this verse: meaning: by His decreed command,And his statement:[Al-Qadr 97:4] It has been said: that (min) means the preposition bi, i.e., with every matter from what Allah commands them, and it is vague; we do not know what it is, but we say: that the descent of the angels to the earth is a sign of good, mercy, and blessing.
And Allah the Exalted said:
The angels and the Spirit descend therein by permission of their Lord for every matter.
تَنَزَّلُ الْمَلائِكَةُ وَالرُّوحُ فِيهَا بِإِذْنِ رَبِّهِمْ مِنْ كُلِّ أَمْرٍAnd his statement:
