Yes, if you enter the city, and you come from your city on the eighth day while you are in the state of ihram for 'Umrah; you perform tawaf and sa'y. And if you are in the state of ihram for Hajj, you make it an 'Umrah, intending it as an 'Umrah, so you perform tawaf and sa'y, shorten your hair, and exit the state of ihram as the Prophet (peace and blessings be upon him) commanded his Companions. Then you renew your talbiyah and take a bath after that, you rest and take a bath and apply perfume, then you renew your talbiyah for Hajj. This is the best.
