The Shaykh : Allah (Mighty and Majestic) said:
whoever performs 'umrah [during the Hajj months] followed by Hajj فَمَنْ تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ
[Al-Baqarah 2:196]
This indicates that 'Umrah is performed before the time for Hajj arrives. If you arrive in Makkah on the eighth day, you have two options: ifrad (performing Hajj alone) or qiran (combining 'Umrah and Hajj in one ihram). As for tamattu', the time for it has passed. A person should not be occupied with anything that prevents him from going out to Mina, because when the forenoon of the eighth day arrives, you are required to be in Mina. If you perform 'Umrah, you will have missed a time that you neglected from the times of Hajj, because the time for Hajj begins from the forenoon of the eighth day. This is because the Companions (may Allah be pleased with them) entered the state of ihram from that time. So if you arrive late, what I recommend for you is to perform Hajj alone (ifrad) or to combine Hajj and 'Umrah (qiran). As for tamattu', there is no place for it in this situation, as it requires bringing in the sacrificial animal.
