It is well known that the one who travels in Ramadan for the sake of breaking his fast, it is forbidden for him to travel, and it is forbidden for him to break his fast as well.So based on this: It is forbidden for him to wear them, and it is forbidden for him to wipe over them.

And some scholars say: There is no harm in wearing them in order to wipe over them, because the original purpose of wearing leather socks is for wiping over them, whether it is due to severe cold, severe heat, an effect on the foot, or otherwise. The important thing is that the original purpose of wearing leather socks or socks is for wiping, and the original purpose of traveling is not for breaking the fast. So there is a difference between them, and it is not correct to apply the ruling of one to the other. This is the stronger position: that if a person wears them in order to wipe, there is no harm. But we do not recommend this for him, because washing the foot when it is exposed is better than wiping over it.
