What is the ruling on wearing socks in order not to wash one's feet?

Machine translationRead the Arabic original
The questioner : May Allah reward you, O Shaykh: Now, wearing socks to avoid washing means he does not want to wash his feet.

The Shaykh : What?

The questioner : He wants to wear socks in order not to wash his feet, not for a reason like the cold, for example?

The Shaykh : I mean: he wore the socks just to wipe over them?

The questioner : To wipe, yes, yes.

The Shaykh : Some scholars prohibit this and say: It is not permissible, because he intended to drop the obligation upon him, which is washing the feet. He is like the one who travels in Ramadan in order to break his fast in Ramadan. It is well known that if one travels in Ramadan for the sake of breaking the fast, it is forbidden for him to travel, and it is also forbidden for him to break the fast. Accordingly, it is forbidden for him to wear the socks, and it is forbidden for him to wipe over them.
And some scholars say: There is nothing wrong with wearing them in order to wipe, because the original purpose of wearing leather socks (khuffayn) is for wiping over them, whether the reason for that is severe cold, severe heat, an injury to the foot, or something else. The important point is that the original purpose of wearing khuffayn or socks is for wiping, whereas the original purpose of travel is not for breaking the fast. There is a difference between the two, and it is not valid to analogize one to the other. This is the stronger position: if a person wears them in order to wipe, there is nothing wrong with it. However, we do not recommend this for him, because washing the feet when they are exposed is better than wiping over them.

The questioner : ..

The Shaykh : Which one is it?

The questioner : ...

The Shaykh : And this is what we said. What is this that we said? This is what we said: we said he wipes in any case. But some scholars said: He does not wipe if his only intention was to drop the washing.
