Exegesis of the saying of Allah the Exalted: (And as for the one who asks, do not drive him away)]

Allah the Exalted said:
And as for the petitioner, do not repel [him].وَأَمَّا السَّائِلَ فَلا تَنْهَرْ
[Al-Dhuha:10] This is in contrast to His saying:
And He found you lost and guided [you],وَوَجَدَكَ ضَالاًّ فَهَدَى
[Al-Dhuha:7] Therefore, do not repel the questioner,And the first thing that falls under the questioner is: the questioner about the Shari'ah and about knowledge, do not repel him; because if he asks you, he wants you to clarify the Shari'ah for him, and it is obligatory for you to clarify it for him,By the saying of Allah (Blessed and Exalted is He):
And [mention, O Muhammad], when Allah took a covenant from those who were given the Scripture, [saying], "You must make it clear to the people and not conceal it."وَإِذْ أَخَذَ اللَّهُ مِيثَاقَ الَّذِينَ أُوتُوا الْكِتَابَ لَتُبَيِّنُنَّهُ لِلنَّاسِ وَلا تَكْتُمُونَهُ
[Al-Imran:187] Do not repel him. If you repel him, you will drive him away. Then, if you repel him while he believes that you are above him, meaning he did not come to ask except that he believes you are above him, if you repel him while he feels that you are above him, he will be struck with fear, his faculties will be disturbed, and he may not understand the question he is putting to you or the answer you are giving him. And consider yourself: if you spoke to a man of higher status than you and he rebuked you, your faculties would be lost, and you would not be able to organize your thought and mind. For this reason, do not repel the questioner. And perhaps this also includes the questioner for money,Meaning: if a questioner comes to you asking for money, do not repel him. But this generality is subject to specification. If you know that the questioner in knowledge only wants to be stubborn and to take your opinion and the opinion of so-and-so and so-and-so, so that he pits the opinions of the scholars against each other, if you know that, then here you have the right to rebuke him,And that you say: saying, "So-and-so, fear Allah. Did you not ask so-and-so? How do you ask me after you asked him? Are you playing with the religion of Allah? Do you want that if the people give you a fatwa that you like, you stay silent, and if they give you a fatwa that you do not like, you go ask? This is permissible; because this rebuke is for his discipline. Likewise, the questioner for money, if you know that the one who asked you for money is rich, you have the right to rebuke him, and you have the right to reprimand him for asking while he is rich.

Therefore, this generality: (Do not repel the questioner) is specified in the case where the public interest requires that he be rebuked, in which case there is no harm.
