Exegesis of the saying of Allah the Exalted: (But it is the disbelievers who deny the truth)]
When Allah (Glorified and Exalted is He) mentioned that when the Qur'an is recited to them, they do not prostrate, He (Glorified and Exalted is He) clarified that the reason for their leaving off prostration is their denial of what the messengers (peace be upon them) brought; because anyone whose faith is sincere must necessarily obey the command and avoid the prohibition; because sincere faith compels its owner to do so. You will not find a person who violates the prohibitions or leaves off the obligations except due to the weakness of his faith. For this reason, faith, according to the people of the Sunnah and the community, is the affirmation that necessitates acceptance and submission. So whenever you see a man leaving off the obligations or some of them, or committing the forbidden, know that his faith is weak, for if his faith were strong, he would not neglect the obligations, nor would he violate the prohibitions. For this reason, He said here: [al-Inshiqaq: 22] Meaning: that their leaving off prostration was due to their denial of what the messengers brought.
