This issue—meaning what happens to some people sometimes—when a person urinates, then performs istinja', then performs wudu', and then goes out and walks, some people experience drops coming out.And for this, there are causes: One cause is weakness in the bladder's retention, such that there is weakness in the bladder's ability to hold urine, so the urine drips from him.
And among them: Some people, when they finish urinating, wipe with their thumb from the base of the penis to the tip, claiming they want to expel the remaining urine. This harms them; because the urinary channels are very delicate, and with this squeezing, they may erode and weaken. For this reason, a person is prohibited from doing this act—meaning squeezing from the bottom of the penis to its tip.The Shaykh al-Islam (may Allah have mercy on him) said: This is an innovation (bid'ah). The penis is like a udder: if you milk it, it flows; if you leave it, it stays.
And if a person exposes himself to this, what I mentioned happens to him: drops that occur when he performs istinja', then wudu', then walks. With movement, the urine comes out. If a person is certain that the urine has come out, two things are obligatory for him: The first: purifying whatever the urine affected on his body, his underwear, or his clothes.
The second matter: Repeating the istinja' and the wudu'; because the wudu' has been invalidated. Unless this is a continuous matter that happens constantly, meaning it does not happen only during urination, but it continues even if it has been an hour or two since he urinated, and this still comes out. Then this is called incontinence (salsal al-bawl).And in that case, he uses the following: First: when he performs istinja', let him place a protective covering on his penis so that the urine does not spread.
Second: He does not perform wudu' for prayer except when its time enters, based on the saying of the Prophet (peace and blessings be upon him) regarding the woman with irregular bleeding: (Perform wudu' for every prayer) If it comes out after this, it does not harm him;Because if we said: The wudu' is invalidated, so if he performs wudu', it comes out again, and he remains in this state: performing wudu', then it happens, performing wudu', then it happens. This is the hardship that Allah (Glorified and Exalted is He) negated in His saying: [Al-Ma'idah: 6] This is if he is certain that the urine has come out.
As for if it is an illusion, as found in some people who have obsessive thoughts (waswas), then this is not to be heeded at all. He should ignore it and distract himself from it, and it will go away from him, by the permission of Allah.
