The questioner : Your Eminence, regarding the case where a person urinates and performs istinja', and sometimes drops come out of him, is this considered part of the effect of istinja', meaning he should not pay attention to it?

The Shaykh : This issue, which I mean what happens to some people sometimes when they urinate, then perform istinja', then perform wudu', and then go out and walk, is that some people experience drops coming out. There are reasons for this:
The first reason is weakness in the retention of the bladder, such that there is weakness in the bladder's retention, causing urine to drip from him.
Among the reasons is that some people, when they finish urinating, wipe with their thumb from the base of the penis to the tip of the penis, claiming they want to expel the remaining urine. This harms them; it harms them, because the urinary channels are very delicate, and with this squeezing, they may erode and weaken. Therefore, a person is prohibited from using this action, which I mean squeezing from the base of the penis to its tip. The Shaykh al-Islam (may Allah have mercy on him) said: "This is an innovation, and the penis is like the udder; if you milk it, it will yield milk, and if you leave it, it will be dry."
If a person exposes himself to this, what I mentioned of drops occurring when he performs istinja', then wudu', then walks, will happen to him, because with movement, the urine comes out. If a person is certain that the urine has come out,
then two things are obligatory upon him:
The first thing is to purify what this urine has affected on his body, or his underwear, or his clothes.
The second is to repeat the istinja' and the wudu', because his wudu' has been invalidated, unless this is a continuous matter that happens constantly, meaning it does not happen only at the time of urination, but it is continuous, such that even if it is an hour or two after urination, this comes out of him. Then this is called incontinence of urine, and in that case, he uses the following:
First: When he performs istinja', let him place a protective pad on his penis so that the urine does not spread.
Second: He does not perform wudu' for prayer except when its time enters, based on the saying of the Prophet (peace and blessings be upon him) regarding the woman with irregular bleeding: "Perform wudu' for every prayer." And if it comes out after this action, meaning after this procedure of washing the urine and the protective pad, if it comes out after this, it does not harm him, because if we said that his wudu' is invalidated, he would perform wudu', it would come out again, and he would remain like this, performing wudu' and having the discharge, performing wudu' and having the discharge. This is a hardship which Allah (Glorified and Exalted is He) has negated in His saying:
Allah does not intend to make difficulty for you ما يريد الله ليجعل عليكم من حرج
[Al-Ma'idah 5:6]
Yes. And I told you that if he is certain of the exit of urine, but if it is an illusion, as exists in some people who have obsessions, then he does not pay attention to it at all; he turns away from it and distracts himself from it, and it will be removed from him by the permission of Allah.
