Your Eminence! May Allah preserve you. An entire village in the south of the Kingdom was waiting for the Hajj season with great impatience, because they considered that their livelihood for the whole year would come only in this season. So every individual in this tribe would look for a man to perform Hajj on his behalf in exchange for a sum of money, and they claimed to have students of knowledge who knew the rituals. When they took those amounts, they did not perform the obligatory act for the one from whom they took the money. Many of them have repented from this action and ask what they must do now? May Allah reward you with good.
This is, in reality, a forbidden and shameful act. As for it being forbidden, it is because they took the money and did not perform the acts for which they took the money, so this is consuming money by falsehood.
As for it being shameful, it is because their Muslim brother trusted them and relied on them to perform one of the obligations of Islam, and they betrayed him in that. It is obligatory for these people, after repentance, to count all the Hajj pilgrimages they took on, and to perform them in the following years. If they cannot do so themselves, let them appoint others whom they see are qualified for appointment, because they took people's money on the condition that they would perform Hajj on their behalf, so their liability is not cleared except by fulfilling this condition.
