The honorable Shaykh! This young man has reached the age of twenty and has not fasted except this year. He reached the age of puberty at twelve years old, and he lived in the desert, where ignorance is prevalent among them. What should he do?
He owes nothing, but it is recommended that he fast again. As long as in the first case he did not know that it was obligatory, and it is far-fetched that he did not know, or he knew that it was obligatory but left it off out of negligence. As for the first case, he does not make it up, because he is excused by ignorance. As for the second case, he does not make it up, because nothing is accepted from him except making it up.The Prophet (peace and blessings be upon him and his family) said: (Whoever does an action for which there is no command from us, it is rejected) And take this rule: Every act of worship that is limited to a specific time, if a person delays it beyond its time without a valid legal excuse and then performs it, it is not accepted from him even if he performs it a thousand times.Therefore Ibn al-Qayyim, may Allah have mercy on him, said: If a person leaves Hajj despite having the ability to perform it, but is negligent until he dies, then Hajj is not performed on his behalf.He said: Because if Hajj is performed on his behalf, it does not clear his conscience.
Since the man does not want to clear his conscience in the first place, otherwise he would have performed Hajj. This opinion is strong, and I lean toward it.And he also said, even regarding zakah: If a person is stingy and does not pay zakah, and when he dies his heirs say: We will pay the zakah on his behalf, then that is not accepted from them. He will be branded with it on his side, his forehead, and his back on the Day of Resurrection, even if his family pays it.

Ibn al-Qayyim says: His zakah is not paid at all; because when he died, the wealth became whose? The heirs'. So zakah is not paid on his behalf.

But I see that the most cautious course is: That you pay the zakah on his behalf because the right of the poor is attached to it, so his negligence does not drop the right of the poor. So zakah is paid to the poor, but it does not clear his conscience. He is punished for it. How can years pass without him paying zakah, and when he dies, we pay it on his behalf? This is not possible. His statement, may Allah have mercy on him, is very, very strong, and the soul leans toward it.
