Your Eminence! A woman neglected to fast the year in which she reached puberty out of negligence and ignorance. What is the ruling: making up the fasts only, or making up the fasts and paying expiation? What should she do?

May Allah reward you. You are saying: Negligence and ignorance. If it was ignorance, it is not negligence; because the one who is negligent is the one who leaves something off knowing it, but is negligent in performing it.So we say: As for this woman who did not fast in the first year she reached puberty, if she was in a place where ignorance prevails, such as the desert for example, and it did not cross her mind that fasting is obligatory upon her because she had not reached fifteen years of age, but rather she started menstruating before that, then we do not see that she has to make up the fasts; because she was ignorant, she did not err, and it did not cross her mind that fasting had become obligatory upon her. However, if she was negligent, such as being in cities where there are scholars and people to ask, then it is obligatory upon her to make up the fasts.And nothing in addition to making up the fasts, meaning: She does not have to feed people.
