The Ruling on Touching the Mushaf by Children Without Wudu

His Eminence the Shaykh: May Allah guide you: Is ritual purity required for touching the Mushaf, and likewise for reciting the Qur'an, especially in schools by male and female students? May Allah guide you?
As for reciting the Qur'an without touching it, it is permissible without wudu, but wudu is better. As for touching the Mushaf without a barrier, the correct view is that it is not permissible for one who has not performed wudu; wudu is necessary. However, regarding young children who have not reached the age of accountability, some scholars held that wudu is not obligatory for them because they are not yet accountable. The purpose of their recitation is learning, not recitation for its own sake.

So I say: Regarding young children, as the common people say: "Wash your face and let your hands hang down", meaning: have them perform wudu, but do not be strict with them.
