The questioner : Is ritual purity required when touching the mushaf, and likewise when reciting the Qur'an, especially in schools for male and female students? May Allah guide you to what He loves and is pleased with?

The Shaykh : As for reciting the Qur'an without touching it, it is permissible without wudu', but wudu' is better. As for touching the mushaf without a barrier, the correct view is that it is not permissible for one who has not performed wudu'; wudu' is necessary. However, regarding young children who have not reached the age of accountability, some scholars held that wudu' is not obligatory for them because they are not yet accountable. The purpose of their recitation is learning, not recitation. So I say, regarding the young children, as the common people say: "Keep your face clean and your hands loose", meaning, have them perform wudu', but do not be strict with them.
