In this verse, (that) is repeated twice,
They consider it a favor upon you that they have submitted. Say: Do not consider it a favor upon me that you have submitted; rather, Allah considers it a favor upon you that He has guided you to faith.يَمُنُّونَ عَلَيْكَ أَنْ أَسْلَمُوا قُلْ لا تَمُنُّوا عَلَيَّ إِسْلامَكُمْ بَلْ اللَّهُ يَمُنُّ عَلَيْكُمْ أَنْ هَدَاكُمْ لِلإِيمَانِ.
[Al-Hujurat: 17] it is repeated twice, and it is on the assumption of the preposition,Meaning: They consider it a favor upon you—O Muhammad—by their submission; this is the assumed meaning, and the omission of the preposition with (that) and (that) is consistent, as Ibn Malik (may Allah have mercy on him) said in the Alfiyyah,In the Khulasa, he (may Allah have mercy on him) says: that the omission of the preposition with (that) and (that) is consistent provided there is no ambiguity.
They consider it a favor to you that they have accepted Islamيَمُنُّونَ عَلَيْكَ أَنْ أَسْلَمُوا
[Al-Hujurat 49:17]
: That is: by the fact that they submitted,Meaning: by their submission,And by that he means: a people who submitted without fighting, so they began to consider it a favor upon the Messenger (peace and blessings be upon him),They mention the virtues and say: that we believed in you and did not fight you, as the people fought you, even though the benefit is for whom? The benefit is for them,For this reason, Allah the Exalted said:
Rather, Allah has conferred favor upon you that He has guided you to the faithبَلْ اللَّهُ يَمُنُّ عَلَيْكُمْ أَنْ هَدَاكُمْ لِلإِيمَانِ
[Al-Hujurat 49:17]

And his statement:
Rather, Allah has conferred favor upon youبَلْ اللَّهُ يَمُنُّ عَلَيْكُمْ
[Al-Hujurat 49:17]
This is a negation to invalidate what came before,Meaning: you have no favor upon the Messenger (peace and blessings be upon him) by your submission; rather, the favor is from Allah (Mighty and Majestic) upon you that He guided you to faith. And there is no doubt that this is the greatest favor; that Allah the Exalted bestows upon the servant the guidance to faith, even though Allah has led astray many of the Ummah from it. Indeed, of the children of Adam, nine hundred and ninety-nine are all in the Fire, and one out of a thousand is in Paradise. So whoever is granted the success to be among the people of Paradise; that is a great favor from Allah upon him. For this reason, (the Ansar (may Allah be pleased with them); when the Prophet (peace and blessings be upon him) gathered them on the day he distributed the spoils of Hunayn—Whenever something was mentioned to them, they said: Allah and His Messenger are more generous,He said: Did I not find you in error and Allah guided you by me?They said: Allah and His Messenger are more generous,He said: Did I not find you scattered and Allah gathered you by me?They said: Allah and His Messenger are more generous) ,Whenever something was mentioned, they said: Allah and His Messenger are more generous, so the favor is from Allah upon us, upon everyone whom Allah has guided, and upon whom Allah has bestowed a blessing, so the favor is from Allah (Mighty and Majestic) upon him.

And his statement:
if you should be truthful.إِنْ كُنتُمْ صَادِقِينَ
[Al-Hujurat: 17] : That is: if you are among those of truth, who speak it; then know that the favor is from Allah upon you.
Rather, Allah has conferred favor upon you that He has guided you to the faith, if you should be truthful."بَلْ اللَّهُ يَمُنُّ عَلَيْكُمْ أَنْ هَدَاكُمْ لِلإِيمَانِ إِنْ كُنتُمْ صَادِقِينَ
[Al-Hujurat 49:17]
