So it is not permissible for him to use an intermediary to cancel a traffic violation or anything else that is obligatory upon him, and it is not permissible for anyone else to intercede in that matter either.
So you should, may Allah reward you with good, advise the one you know who does this, and tell him to praise Allah for it, for this fine may be a discipline for him.
