This is a great issue.And some scholars say: He has no valid Hajj; because he entered the state of ihram for Hajj at the wrong time. If he had intended to be a qarin, he would have entered the state of ihram for Hajj before the tawaf. So now he is neither a qarin nor a mutamatti'.
And what we see: He is a mutamatti', and he is obligated to pay a fidyah for leaving off the shaving, or for leaving off the shortening.
