Is it permissible for the one performing tamattu' to leave Makkah after his 'Umrah and before Hajj?

The questioner : May Allah preserve you, O Shaykh. A man performed Hajj as a mutamatti' (one combining 'Umrah and Hajj). After he performed 'Umrah and removed his state of ihram, he went outside Makkah to Jeddah and al-Ta'if. What is the ruling?
The Shaykh : There is no blame on a person who performs 'Umrah as a mutamatti' if he goes to another country between the 'Umrah and the Hajj, and he remains a mutamatti'. However, if he returns to his home country and then comes back from his home country in a state of ihram for Hajj, then he is not a mutamatti', because the journey that was for the 'Umrah was cut off by his return to his home country. Consequently, he is an ifrad (one performing Hajj alone), not a mutamatti'.
For example, if a man is from Jeddah and he performs 'Umrah in the months of Hajj, intending to perform Hajj that year, and then he returns to Jeddah and enters the state of ihram for Hajj on the eighth day of Dhu al-Hijjah, then he is not a mutamatti', because he returned to his home country and cut off his first journey. And Allah, Mighty and Majestic, says:[Al-Baqarah 2:196] The apparent meaning of this is that it is in one journey. Because if he cuts off the journey and starts a new journey for Hajj, he is not a mutamatti' from the 'Umrah to the Hajj, but rather he is in a state of ihram for Hajj directly. This is the report from 'Umar ibn al-Khattab (may Allah be pleased with him), and I think it is also from his son Abdullah, and it is the requirement of looking at the evidence and analogical reasoning. May Allah guide us and you to what is good and righteous, and until the next meeting, if Allah wills.
