If he is unable to do this, it is obligatory for him to fast for ten days: three days during Hajj, and it is better if they are before 'Arafah. If he does not fast them before 'Arafah, he fasts them on the days of Tashriq: the eleventh, twelfth, and thirteenth. If it is not feasible for him to fast them due to his inability, then he fasts them along with the seven days in his home country; he fasts all ten days in his home country. As Allah, Glorified and Exalted is He, said in His great Book: [al-Baqarah:196] This means: whoever is from the people of Makkah and its surroundings, then he owes nothing.
