But as long as we have a ruler and he said: No.

So we say: Praise be to Allah, hearing and obeying Allah is what is for the ruler, because we are commanded by Allah to obey our rulers except in disobedience. Leaving the qunut for them is not disobedience. This is one point.

Second: Did you not know that the Hanbali jurists say: that the qunut is for the Grand Imam only.
Other people do not perform the qunut. And who is the Grand Imam among us?The questioner: The King.

The Shaykh: King Fahd ibn Abdulaziz only,They said: because the Prophet (peace and blessings be upon him) is the one who performed the qunut when the reciters were killed, and he did not order anyone to perform the qunut in the mosques of Madinah. Nor do we know that anyone in the mosques of Madinah performed the qunut. So the qunut is for the ruler who has authority over all Muslims.
Then, the Grand Imam in our time does not exist. Why? The Grand Imam is the one who has authority over all Muslims, and this has been extinct for a long time.

They say: The Grand Imam. And they cite as evidence that only the Messenger (peace and blessings be upon him) performed the qunut. This is from the perspective of the athar,From the perspective of consideration: The Grand Imam is the one responsible for the Muslims in general, whereas individuals are not.
And I mean that some people now object, asking why do we not perform the qunut? By Allah! We make du'a for them even in the obligatory prayer, and on Friday in the khutbah, which is a time of response, and we ask Allah to relieve them. But it should not be made into a bell that is rung to blame the government and blame people; because, praise be to Allah, du'a in the khutbah, du'a in prostration, is in every place.

I heard that some of them said: When people used to perform the qunut for us in Ramadan, we were severe and strong. Is the qunut of people in Ramadan in the obligatory prayers? It is in the prescribed qunut of the witr.

Second: From the physical aspect, they are stronger in Ramadan than they are today. In Ramadan, they have strength in their bodies, and they have money, and they have stores, and in their capital. So they must be stronger than now. Now they are stripped of weapons except for a little.And I asked someone who has a connection with them: Why did you leave the capital?He said: The ammunition ran out.Meaning: The Russians are holding them like holding sparrows that do not fall. And this retreat to safety occurred in the time of the Prophet (peace and blessings be upon him) in the story of Khalid ibn al-Walid,And in the story of 'Umar when he said: [O Sariyah, the mountain] So we retreated to these mountains so that we would not be killed; because we had nothing with which to defend ourselves. So their retreat, praise be to Allah, was a victory, and their surpassing of the three rings that the Russians, may Allah kill them, encircled. The capital, Grozny, became what it became.
So I hope my Muslim brothers will help them with du'a in the places of response, and that the preachers will make du'a for them in the sermons, and also in donating money, if the one who carries it is a trustworthy hand that will deliver it to them.

The questioner: And if it did not reach them, and if they did not know about it?The Shaykh: They may be excused due to ignorance, but they know; because the fact that some people perform the qunut and some people do not is a problem.People will say: These who do not perform the qunut do not love the victory of the Muslims and they accuse them, even though those who do not perform the qunut left the qunut to draw near to Allah the Exalted and Majestic; because Allah commanded them to obey their rulers. And this is a matter that many enthusiastic people overlook, even though it is contrary to the guidance of the Companions.

Anas ibn Malik (may Allah be pleased with him) and others of the Companions, when the rulers in Hajj would contradict the Prophetic Sunnah in some things, they would clarify the Prophetic Sunnah and say: Do what your rulers do.
So that there is no disagreement,For example: In Hajj, the Sunnah is that people on the eighth day pray the Zuhr in Mina. Some rulers would delay and not pray except in Makkah. So the Companions would say: Do what your rulers do.
And they would clarify the Sunnah. And this is evidence that the issue of contradiction is not light.
