The Shaykh : What I see is that the qunut in times of calamity depends on the one in authority. It depends on the one in authority, as is well known in the school of Imam Ahmad, where they stated: only the imam, the supreme imam, meaning for example the king, makes the qunut. And if he orders the qunut, we make it.
Therefore, the better course in such a case is to wait for the state's order. If the one in authority orders it, we make the qunut; otherwise, we do not. It is better for the Muslim community to remain with a single appearance than to be divided, because if, for example, I make the qunut and the mosque next to me does not, or we, the people of one town, make it and other towns do not, that creates division and dispersion among the community, which is the worst of things.
Perhaps some of you know that Uthman (may Allah be pleased with him), in the final period of his caliphate, began to complete the prayer in Mina, meaning he would pray the four-rak'ah prayer as four rak'ahs. The Companions disapproved of this, to the extent that when Ibn Mas'ud heard of it, he said, "May Allah have mercy on us," saying:
We belong to Allah, and to Him we do return. إنا لله وإنا إليه راجعون

Yes, a person can make du'a' for them during prostration, after the final tashahhud, during the standing in night prayer, and between the adhan and the iqamah. I mean, supplication is not restricted to qunut only. It is true that qunut is a general display that prepares the entire Muslim community for supplication and allows them to devote themselves to it, but leaving each person to his own desire and dividing the people is not something I see as good.
