I hold that keeping pictures for the sake of remembrance is forbidden; because it falls under the general meaning of the saying of the Prophet (peace and blessings be upon him): (The angels do not enter a house in which there is a picture) and hanging them up is even more forbidden; because hanging them up implies giving them honor, and for this reason you find that those who honor their fathers, or their brothers, or their teachers, hang their pictures in their places of sitting, and this is forbidden without any doubt.
As for the one who keeps them for a need, a person—for example—has an ID card or a driver's license, or expects that he will need this picture in the future, then there is nothing wrong with that.
