The scholars' disagreement on the obligation of paying zakat al-fitr

Machine translationRead the Arabic original
You said while answering about the fasting of the one who is unable to fast that he is responsible for feeding himself. So why is zakat al-fitr paid on behalf of the one who is responsible for his maintenance, such as a husband for his wife?

First: This is not a consensus. In fact, many scholars, including al-Shawkani (may Allah have mercy on him), say: Every person is addressed regarding his own zakat al-fitr. Therefore, a husband is not obligated to pay the zakat al-fitr of his wife, his son, or the rest of his family. And among them are those who say: This is an exception; because the Companions used to pay it for themselves and for those they maintained, this becomes an exception. And because this is closest to the maintenance that the head of the household provides. But I lean toward the first opinion and say: The prevailing custom is that every person is addressed regarding himself, such that if the head of the household said: "I will not pay for you," and they are capable of paying for themselves, but I say: As long as the current custom is that the man pays for himself and his family, we follow this custom.
