Explaining the true meaning of the statement of Allah the Exalted: (And the waters met by a decree already determined)

[Explaining the true meaning of the statement of Allah the Exalted: (And the waters met by a decree already determined)]
I read in an article by one of the writers who speaks about desalination projects,And he says: that it is fitting that these salty waters were desalinated, and water came down from the sky, so the waters met by a decree already determined.
So I do not know the correctness of this phrase, and he praises those who did this, so what is your opinion?
I see that this should not be cited using what was revealed as a punishment for what was a mercy; because (And the waters met by a decree already determined) this is the water of punishment, so how can it be cited for water to which Allah the Exalted made access easy, which is a blessing from Allah Blessed and Exalted is He.

But this is as some people say now when they complete a project:
And say, "Do [as you will], for Allah will see your deeds, and [so, will] His Messenger and the believersوَقُلِ اعْمَلُوا فَسَيَرَى اللَّهُ عَمَلَكُمْ وَرَسُولُهُ وَالْمُؤْمِنُونَ
[At-Tawbah:105] This is a mistake.

First: This verse was revealed regarding the hypocrites,Meaning: Work, for your deeds will not be hidden.

Second: Allah will see your deeds and His Messenger, is it possible that the Messenger sees what is happening now? It is not possible, but ignorance and applying verses to things other than what they were intended for, or citing them for things that do not resemble this, is undoubtedly a mistake.
