Exegesis of His saying, the Exalted: (And We burst forth the earth with springs, so the water met [in a flood] by a matter already decreed)

Allah the Exalted said:
And caused the earth to burst with springsوَفَجَّرْنَا الأَرْضَ عُيُوناً
[Surah al-Qamar: 12] meaning: springs of water,And consider the saying of Allah: (And We burst forth the earth with springs) and He did not say: We burst forth the springs of the earth, as if the entire earth had become bursting springs, until the oven, which is the farthest thing from water due to its heat and dryness, began to boil,As Allah the Mighty and Majestic said:
[So it was], until when Our command came and the oven overflowedحَتَّى إِذَا جَاءَ أَمْرُنَا وَفَارَ التَّنُّورُ
[Surah Hud: 40] and in this is an indication of the power of Allah (Blessed and Exalted is He) that is not hidden, and that these floods which occur now and before now only occur by the command of Allah (Mighty and Majestic),And it is not as the naturalists said: that it is from nature,They say: that nature stirred up, nature became angry, and the like of that—we ask Allah for well-being—Rather, it is by the command of the One who says to a thing: Be, and it is.
And caused the earth to burst with springs, and the waters met for a matter already predestined.وَفَجَّرْنَا الْأَرْضَ عُيُوناً فَالْتَقَى الْمَاءُ عَلَى أَمْرٍ قَدْ قُدِرَ
[Surah al-Qamar: 12] Here is water descending from the sky, indicated by His saying:
Then We opened the gates of the heaven with rain pouring downفَفَتَحْنَا أَبْوَابَ السَّمَاءِ بِمَاءٍ مُنْهَمِرٍ
[Surah al-Qamar: 11] and water from the earth, indicated by His saying: (And We burst forth the earth with springs) So why did He not say: so the two waters met; because the intended meaning is the water of the sky and the water of the earth?The scholars said: He intended the genus; because the genus of water here is one, the water of the earth and the water of the sky,Or is it said: because when the purpose of these two waters was one thing, which is their punishment, the singular form was appropriate, (So the water met [in a flood] by a matter already decreed) meaning: by something that Allah the Exalted has decreed and destined in eternity, for there is nothing that happens except that it is written,Allah the Exalted said:
and all things We have enumerated in a clear register.وَكُلَّ شَيْءٍ أَحْصَيْنَاهُ فِي إِمَامٍ مُبِينٍ
[Surah Ya-Sin: 12] meaning: of the deeds of the children of Adam, and of what occurs on earth, everything is recorded,And for this he said: (By a matter already decreed) .
