Some of the pious people from among the people of religion go out to the wilderness for recreation, and they do not take with them any water other than what is sufficient for food and drink. They perform dry ablution for the prayer on the grounds that this is a dispensation and is better for them. What is the ruling on that?
It is obligatory for a person to fear Allah the Exalted in himself and to purify himself with water, whether it is for the ablution or for the full ritual bath for major ritual impurity. However, if water is difficult for him, either because it is far away or because it is heavy to carry, there is no blame on him if he performs dry ablution.because of His saying, the Exalted:
And if you are in a state of janabah, then purify yourselves. But if you are ill or on a journey or one of you comes from the place of relieving himself or you have contacted women and do not find water, then seekوَإِنْ كُنْتُمْ جُنُباً فَاطَّهَّرُوا وَإِنْ كُنْتُمْ مَرْضَى أَوْ عَلَى سَفَرٍ أَوْ جَاءَ أَحَدٌ مِنْكُمْ مِنَ الْغَائِطِ أَوْ لامَسْتُمُ النِّسَاءَ فَلَمْ تَجِدُوا مَاءً فَتَيَمَّمُوا
[Al-Ma'idah: 6] .

So one looks at these people: If the cars they have with them are small and cannot carry water, there is nothing wrong if they perform dry ablution, even if it is a recreation. But if the matter is easy for them, such as if they have a small van that follows them, it is obligatory for them to carry water so that they can purify themselves with it.
