Allah the Exalted said:

And inform them that the water is shared between them

وَنَبِّئْهُمْ أَنَّ الْمَاءَ قِسْمَةٌ بَيْنَهُمْ

[Al-Qamar: 28] Inform them that the water is a division among them, each having a drink and the camel having a drink,And for this he said:

each [day of] drink attended [by turn].

كُلُّ شِرْبٍ مُحْتَضَرٌ

[Al-Qamar: 28] Meaning: every drink is attended by those who are entitled to it, whether the camel or they, and they remained in this state but did not persist, they did not continue with that.
