On the basis that wudu' is a condition for the validity of the prayer; that is what is in the person's mind, but a person should intend by it that he is obeying the statement of the Exalted: [al-Ma'idah: 6] so that he feels the worship and humility before Allah (Mighty and Majestic).
Likewise, he performs wudu' now in a specific manner; he should be aware that by doing so he is following the Messenger of Allah (peace and blessings be upon him) so that he combines between sincerity and following, this is a matter we often overlook, we perform wudu' because we believe that wudu' is a condition for the validity of the prayer, but being aware that this is from the command of Allah is better.
And in light of this: A person should, when he finishes the tawaf and proceeds to the Station of Ibrahim, recite this verse, and when he approaches al-Safa for the first time -not when he climbs it-that it should be said: [al-Baqarah: 158] and he does not repeat it a second time, neither at al-Safa nor at al-Marwah.
