What is the ruling on a person who frequently utters phrases of disbelief while praying?

Machine translationRead the Arabic original
The questioner : A man who is praying, and we ask Allah for well-being, frequently utters the phrase of disbelief.

The Shaykh: Allah is the Greatest!

The questioner : I said, "My brother, advise him." He said, "My brother, we have advised him, but he says, meaning, may Allah protect us, that it is not an excessive statement, but rather due to the poor upbringing he lived through, he has become accustomed to this great, abominable matter. What do we do with him? What is its ruling? He is praying and is diligent in his prayer. What do you say, my Shaykh? May Allah bless you."

The Shaykh : As I always say, this is a matter of course: how many times must he be warned until he is reformed? Otherwise, a new idea comes to mind, which is that the man should live with a group that has a leader over them.

The questioner: Yes.

The Shaykh : A leader who has authority over them.

The questioner: Yes.

The Shaykh : Yes, one who is obeyed.

The questioner: Yes.

The Shaykh : He should be given advice, repeated two or three times.

The questioner: Yes.

The Shaykh : And each time, he should be hinted at. The third time, he should be told directly: "If you do it a second time, we will hear you saying you are a disbeliever, and know that the only thing before you is the punishment."

The questioner: Perfect.

The Shaykh : I have, of course, set these conditions because we always say that it is not permissible for anyone to take charge of carrying out the hudud punishments.

The questioner: Yes.

The Shaykh : Any person, because it would lead to fitnah (trial, discord or temptation).

The questioner : This is correct.

The Shaykh : Ah, so to avoid such fitnah, I stipulated these conditions.

The questioner : Yes.

The Shaykh : This is if such a person is found.

The questioner : Yes, yes, by Allah, Allahu Akbar!

The Shaykh : And as it is said, can the perfumer fix what time has spoiled?

The questioner: Yes.
