If a man has a good salary but has many debts, is it permissible to give him from the zakah?

If he is unable to pay off the debt except after a long period, there is nothing wrong with paying off his debt.But here is a matter that we should pay attention to, which is: Regarding the upbringing of people, if we were to pay off every debt brought to us by a person, we would encourage people to borrow and make it easy for them.And one person came to say: I want to borrow ten thousand, and when Ramadan comes, I go to so-and-so and he gives it to me. This is a matter that few people pay attention to. But if you know that a person has suffered losses, or that he has a large family, and you know that he has no source of income, there is no blame on you if you give to him. But then a young man comes and buys a car for one hundred thousand.And he says: I am in debt for one hundred thousand, even though he is able to buy a car for twenty thousand or ten thousand. Why buy for one hundred thousand? Therefore, we must pay attention to this matter, which is training people not to be lax about debt. Debt is not a light matter. Martyrdom in the cause of Allah expiates everything except debt. And the Prophet (peace and blessings be upon him), when a man with a debt for which he had no means of repayment was brought to him, he would not pray over him. What is greater than this than a funeral being brought to the Messenger, and then being delayed?And he says: (Pray over your companion) This is a great thing. All of this is to deter people from debt. And when a woman offered herself to him and he had no need of her,One of the attendees said: (Marry her if you have no need of her,He said: What will you give her as a bridal gift?He said: I will give her my inner garment.Sahl ibn Sa'd, who is the narrator of the hadith, said: He had no outer garment—he was poor and had nothing but an inner garment—They said: Your inner garment? How can you give her your inner garment? If you give it to her, you will be left without an inner garment, and if you keep it, you will be left without a bridal gift. So he searched but found nothing.He said: He sought even an iron ring, but he did not find even an iron ring—And did the Messenger say to him: Borrow from your brothers! He did not say this.And he did not say: Borrow.And he did not say: The bridal gift will be deferred in your obligation—He said: Do you have anything of the Qur'an?He said: Yes,Such and such a surah, he said: So he taught her, and that was her bridal gift) This indicates that the bridal gift is valid as a benefit, not as money or goods. What is the benefit here? Teaching; teaching the Qur'an. As happened with Musa (peace be upon him), his bridal gift for one of the two women was herding sheep. So the result is that the Messenger (peace and blessings be upon him) did not advise borrowing. So you, the ones present, should advise people not to be lax about borrowing. And make it clear to the poor: young men come, one with a hundred thousand, or three hundred thousand, or a million riyals, all in order to borrow. And if the debt is not due, he goes to borrow from another so that he is not imprisoned. And when the debt becomes due, he goes and borrows from a third, and so on.
