The Shaykh : It is not permissible for anyone who performs Hajj to this House or 'Umrah to leave it without performing the farewell tawaf, based on the saying of the Prophet (peace and blessings be upon him):
No one should depart until his last visit is to the House لا ينفر أحد حتى يكون آخر عهده بالبيت
Musannaf Ibn Abi Shaybah 9:969
And Ibn 'Abbas (may Allah be pleased with him and his father) said:
The people were ordered to perform the Tawaf of the Ka`ba (Tawaf-al-Wada`) as the lastly thing, before leaving (Mecca), except the menstruating women who were excused. أمر الناس أن يكون آخر عهدهم بالبيت إلا أنه خفف عن الحائض

This hadith is general and includes both Hajj and 'Umrah. In fact, the Prophet (peace and blessings be upon him) called 'Umrah the lesser Hajj, as in the hadith of 'Amr ibn Hazm, which the Prophet (peace and blessings be upon him) wrote for him, where he said:
And 'Umrah is the lesser Hajj. والعمرة الحج الأصغر
Whether one is from the people of Jeddah or from those further away, if he is not from the people of Makkah, it is not permissible for him to leave after performing a ritual until he performs the farewell tawaf. However, al-Bukhari (may Allah have mercy on him) stated that if one leaves immediately after the completion of his 'Umrah, he does not need to perform the farewell tawaf, because the first tawaf takes the place of the farewell tawaf. As for this man who asks what is required of him, the well-known view among scholars is that whoever leaves an obligatory part of the rituals must slaughter a fidyah in Makkah and distribute it to the poor.
