The questioner : May Allah reward the honorableThe Shaykh : What is your esteemed opinion regarding one who intends to offer the 'Id sacrifice but does not form the intention until after the month of Dhu al-Hijjah has begun, and has already cut his hair and nails? Or one who formed the intention at the beginning of the month but then forgot and cut his hair and nails? And is there a difference between the agent and the owner of the sacrifice?

The Shaykh : Yes, I say that if a person does not intend to offer the sacrifice until during the first ten days, and he had already cut his hair and nails before that, I say: there is no blame on him for offering the sacrifice, and he does not commit a sin by having cut what he cut of his nails and hair, because it was before he formed the intention. Likewise, if he had formed the intention at the beginning of the month but then forgot and cut his hair and nails, that does not prevent him from offering the sacrifice. There is no connection between cutting hair and nails and the sacrifice. So if a person deliberately cuts his hair and nails and offers the sacrifice, his sacrifice suffices for him, but he commits a sin by having cut his hair and nails, due to the prohibition of the Prophet (peace and blessings be upon him) regarding that. Yes.
